DIRECTOR OF FINANCE

The Director of Finance is a strong administrator who provides technical, administrative and strategic leadership for all financial components of the Authority's operations. The Director of Finance reports to the Executive Director, and ensures the Director is kept informed of the financial status of the Authority and the financial impact of program changes.  The Director of Finance is also responsible for setting the agenda for the Finance Department, and establishing; along with Authority Department Heads, the measurements of success.

ESSENTIAL TASKS OF THE DIRECTOR OF FINANCE

  1. Responsible for management and supervision of the Finance team and oversees all activities related to the accounting functions, including agency wide budgeting, payroll, accounts payable, accounts receivable, grant allocations, including financial transaction processing, record keeping and reporting, housing assistance payments processing, issuance of checks, and cash receipts.

  3. Interprets, implements and administers the policies of the Board of Commissioners and the Executive Director.

  5. Develops, directs and coordinates the implementation of goals, objectives, policies, procedures and work standards for the department.

  7. Responsible for the overall integrity and accuracy of the financial systems in accordance with generally accepted accounting principles.
  8.  
  9. Provides leadership in the development and preparation of annual budgets and monthly financial reports.
  10.  
  11. Analyzes operating performance against plans, trends, budgets or other standards and provides advice to management.
  12.  
  13. Designs and coordinates preparation of financial statements and reports required to provide accurate financial information to management and the Board of Commissioners.

  15. Responsible for evaluating and enhancing processes and services to align with the goals of the organization.
 

ATTRIBUTES OF IDEAL CANDIDATE

  3. Results oriented management professional with significant knowledge and experience in the field of affordable housing programs and finance.

  5. Strong oral and written communication, including the ability to translate housing and financial concepts into materials for distribution to a broad audience

  7. High level of intellectual curiosity

  9. Significant accounting experience with a Public Housing Authority, and familiarity with Yardi software or a similar housing-related software.

EDUCATION/EXPERIENCE

  • Bachelor’s degree in finance, accounting, economics, business or public administration, or a related field is required.
  •  
  • Minimum of ten (10) years of progressively responsible experience in Public Housing Authority finance and/or accounting.
  •  
  • Minimum of five (5) years of supervisory experience. Certification as a Certified Public Accountant is highly desirable.
  •  
  • Expert knowledge of Regulatory Guidelines regarding Public Housing, Housing Choice Voucher, real estate financing and real estate asset management.
  •  
  • Solid knowledge of Generally Accepted Accounting Principles and Governmental Accounting and Auditing Standards
  •  
  • Solid knowledge of the Low-Income Housing Tax Credit Program, tax-exempt bond financing, and mixed-finance development.
  •  
  • Demonstrated verbal and written communication skills with the ability to effectively communicate and interact with all levels of personnel and the public.
  •  
  • Solid knowledge of standard office software, including YARDI (or equivalent), Microsoft Excel, Word, and PowerPoint
